I think that you should put a stairs from the rim of the center circle in the mall, to the second story of the mall. For two reasons: 1. To make it more blatant there is a second story. 2. To make it easier to get to that second story.

That sounds pretty good maybe not right in the center but off to the site that would be neat! I will talk to the others with it also seems like a very good idea thanks for posting that!
